I mean, this system creates a world in which children are soldiers and servants of the state. The true final villain of the series isn't any one person, but the shinobi world as it currently exists - the shinobi system as a whole. In the end, isn't that what Naruto ultimately hopes to change, anyway? He wants to create a more unified world built less on perpetual war and bloodshed, and more on understanding and diplomacy. To do that, he'll have to destroy the current system, and because of this war, that's already started to happen.

IMO if Sasuke begins to take on this belief system, Naruto might just die in the end, and Sasuke may carry on his legacy and finish off removing the old system. After all, that's what's really to blame for his problems, and the real final villain of Naruto.
